What is a Neighbourhood Development Order (NDO)?

Local Planning Authorities can produce Neighbourhood Development Orders to either extend permitted development rights or grant planning permission for specific development proposals or classes of development in a particular area.

This can include:

  • Small scale developments
  • Changes of use
  • Permission for entire new buildings

They can be very useful in areas such as Enterprise Zones and town centres.

After the Neighbourhood Development Orders are established there will be no need for a planning application for the type of development that is covered by the order.
