Does the Quantity Surveyor write the specification?

A Quantity Surveyor (QS) is responsible for managing the financial aspects of a construction project, and their role in the production of the specification will vary depending on the project, the client and the organization they work for.

A QS may be involved in the production of the specification for a project in the following ways:

  • Cost planning: Work with the design team to prepare detailed cost plans for each stage of the project, including design, procurement, and construction. They may also provide advice on cost-effective solutions, materials and methods of construction and this may include the production of the specification.
  • Value management: Work with the design team to identify opportunities for cost savings and value engineering. They may provide advice on the use of alternative materials and methods of construction, and this may include the production of the specification.
  • Procurement: Manage the procurement process, including the selection of suppliers and contractors. They may be responsible for creating the specification for the materials, equipment and services that will be required for the project, as part of this process.

However, it’s not common for a Quantity Surveyor to write the specification for a project, as this task is typically carried out by the design team, which includes architects, landscape architect and engineers. These consultants have the technical expertise and knowledge to produce detailed drawings, specifications, and schedules that describe the materials, equipment, and construction methods to be used. The QS may review and approve the specifications, but the primary responsibility for creating the specification would lie with the design team.
