How do LPAs go about tendering and short-listing?

The Local Planning Authorities tendering and short-listing method, usually depends on the size of the project.

 

OJEU

If the estimate is above a certain threshold, then it needs to be advertised in the OJEU site and expect responses from a range of contractors even internationally.

 

Framework Agreements

LPAs also work a lot through Framework Agreements which significantly reduces their admin costs for jobs of similar character within a certain period.

 

BALI

If a Framework Agreement is not in place, they can look into the BALI website as well and look for registered contractors just as you would as a private client. Their standards might be different though and they could set a different set of rules for potential contractors to be considered in short-listings (CHAS register) according to their skills and qualifications.
