What is the difference between a stakeholder and a consultee?

Stakeholders

Stakeholders are people who are affected by the development but do not necessary have the professional skills to fully understand the positive impacts against the negative. Their opinion matters but is not detrimental to the LPA’s decision.

 

Consultees

Consultees are professionals who express their opinions on a proposed development after the LPA’s request and can significantly affect the application decision outcome.
